La descripción que ofrece la ley parece ser muy simple. Sin embargo, desde inicios de la república se conocen el significado de los colores y estrellas en la bandera:

El objetivo de esta selección de colores fue la de unificar al pueblo de Panamá, que quedó dividido durante la Guerra de los Mil Días y necesitaba olvidar sus diferencias y seguir adelante como un Estado independiente.
