Map of the Underground Railroad in Indiana. THE ORGANIZATION OF THE ANTI-SLAVERY LEAGUE Chapter I In all the territory of the free states adjacentto the borders of the slave states during the timeafter the passage of the last fugitive slave law of1850 up to the commencement of the civil war,there was great excitement between those hav-ing pro and anti slavery views. This was eminent-ly true along the southern borders of Illinois, In-diana and Ohio. Slaves being regarded as person-al property, things not human beings as the oldRoman law was pleased to put it, the right of themaster to reclaim his property had always beenaccepted as a reasonable consequence. The fugitive slave law of 1793 was similar tothe agreement made in 1787, when the compactwas accepted to forever exclude slavery from thestates that would be formed out of the northwestterritory, except that the act of 1793 provided forthe reclamation of fugitives from justice aswell as from service. It was accepted by all as ajusthistoryofundergr00cock
