As you for sure know, heraldry is an ancient and complex system of communication based on universal conventions and stereotyped symbols and figures; thus, an heraldic styled, let's say, "lion" can be used to represent an English coat of arms or German, or French, or whatever as far as that lion follows that conventions. In the other hand, one traditional way of presenting heraldic artworks is by means of armorials or roll of arms (collection of drawings + blazoning). In a given armorial, different coat of arms are presented in an harmonized way, so different blazoning may use same style in drawing. However, our modern culture is influenced by the rules of marketing-communication or/and more recently, by the corporate image approach. Under this approach, a symbol or specific design may be understood as a trademark or a registered desing. Well, to reply to you I don't know if that spanish municipality has a official desing to represent its coat of arms, neither how ancient is their use, but what I can assure is that this "mermaid" seemed to me to be perfectly "heraldic" and as far as the file in commons didn't advise of any particular consideration, neither restriction in use (public domain) I took it as that can fit any blazon, spanish, polish or colombian, as far as any viewer can reconize the desing as "heraldic". But now, after your message, I'm a bit confused and I guess that this mermaid is not on free use. I will prepare and upload a different desing if it is necessary.
